What experiences do you have that make you a good candidate for office?
I am a tireless defender of the taxpayer. I have worked to lower taxes, not only by stopping an unneeded $5.5 million dollar town hall and voting against increasing the taxes for three years consecutively, but also by reducing the supervisor’s staff by over 50%. I have improved the efficiency of the transportation program by scheduling routine trips cutting the cost of the program by a third, engaged outside sponsors to provide free lunches and education to seniors twice a month, and voted to reduce not only my own salary but also the salary of the highway commissioner, trustees and clerk. For the past four years I have availed myself of all of the training offered in township government, including general assistance, supervisor’s training, trustee’s training, attorney training, assessor training and local elected officials training. Because of all the fires I have had to put out, my knowledge of township law is more in depth than most supervisors will ever need to know.
What are your top two or three priorities if elected?
My first goal is to establishing a good working relationship with the new trustees. With three of four trustees not running for re-election, I will be able to work with a new board that has fresh ideas. We will be able to end litigation and focus on cutting the budget to save tax dollars. My second goal is to cut taxes by about $50,000 each year while eliminating funds for unnecessary legal expenditures. Reducing the budget by this amount each year will return our expenditures to the level of spending in 2009. The township can return to a high level of efficiency and perhaps set aside a small contingency for unexpected expenses or to renovate the current facilities. The third goal is asking officials and township employees to chip in for part of their healthcare coverage. Most private sector employees pay for a portion of their premium in a paycheck deduction. This is not currently the practice in Grafton Township. Health insurance is one of the largest township expenses. Grafton Township should be run more like a business.
Would you support freezing your taxing district\\\\\\\'s levy until housing prices rebound? Why or why not?
Yes. I have continually advocated for lower property taxes. While my suggestions have not been well received by the current board, I am confident the new trustees will be more understanding of the township residents. I am strongly disappointed by the board’s decision to raise the property tax levy in December 2012. I offered an alternative resolution, but was unable to get a second from any of the trustees. If re-elected, I will continue working to cut the budget.
What one decision by the township board do you most disagree with and why?
The trustees appeal all court rulings that are adverse to them resulting in a financial burden for the township. The escalating legal fees totaling $472,000 could have been avoided if they had accepted the rulings of the court. We have an excellent group of candidates running for trustee. I know them and look forward to working with them.
What was the biggest accomplishment of the board in the past year?
We initiated a policy to reduce the salary of the elected officials for the benefit of the taxpayers for the next four years.
Why should voters elect you to office?
Four years ago I was elected to stop the new Township Hall, saving taxpayers $5.5 million. As Grafton Township Supervisor I’ve had my share of challenges, but I’ve cut waste and raised efficiency. Despite the drama and bickering on the Grafton Township Board, I’ve done my best to keep the Township moving forward. During my first term I’ve: • Cut Waste – Reduced Township Supervisor staff by over 50% • Moved Township excess and reserve Road District and General Assistance funds into money markets to earn interest • Improved budget process, highlighting past expenditures compared to the budgeted amount • Expanded transparency in Township Government—placing financial and board meeting information online • Initiated Property Assessment Educational Classes now routinely provided by Township Assessor • Three successful audits filed with the Illinois comptroller’s office (*one audit remains outstanding, awaiting payment by the board) • New services for recycling paper, electronics, cell phones, toys, hats, gloves and document shredding • Improved efficiency of senior and disabled bus service by scheduling routine trips • Eliminated Township Administrator position • Established free bi-monthly lunch program for seniors using private sponsors • Recognized among professional peers—Elected officer for McHenry County Supervisors’ Association
